You can try creating an FTP (file transfer protocal) server.

you could try WarFTP Daemon for creating your own ftp server to access your drive, but its only FTP... SFTP is more secure (hence SECURE FTP)

heres an example, I run my own server and Ftp server. (NOT NEARLY AS GOOD AS TOMMY's)

Server, not done http://crewxp.zapto.org
MembersLogin (FREEMAIL) http://cxprealm.zapto.org
FtpServer ftp://crewxp.zapto.org
Username: zippo
password: ealand

Anyways.... You could use Apache, Sambar server for a http server and use BulletProof or Sambars built in Server for the Ftp one.

Then you would need a redirection host like cjb.net or no-ip.org to redirect your ip to theirs. (you dont want going to http://53.35346.26346.23523)
