How do I create my own skin....

I've looked at sites that use phpnuke like:

http://www.thegodamnshow.com

How do I basically put my own backgrounds and stuff like that? Anywhere that I can find some type of a tutorial? Thanks

The easist way I would know how to make a theme would be to modify one that already exist. Just pop up your favorite HTML editor and edit the header/footer/style and a few things and you have your own nice theme.

If I am not mistaken, I belive there was a theme maker for php nuke. I am not sure how it worked though.

The 1st link you gave uses an already built theme. You should also try that. There are thousands of themes out for phpnuke.
