Default PayPal Litigation

I got an email about a lawsuit against PayPal, and it was a little confusing to read all the legal mumbo jumbo, but I got the gist of it. To make sure I have this right:

If we opened a PayPal acct. within that certain amount of time, but we don't think we were wronged by them not telling us some information about transfers or something, and we don't want to claim we did, we can still get a claim, just because we could have been? If so we just file the "Statuatory Damage Fund Claim"?

Please confirm before I finish filing this claim.
