i'm not 100% sure but i think that:
uploading will take up bandwidth (ok i know this one for sure)
moving doesn't take up bandwidth but there's a stupid exception: it depends on how you move it. by just telling it to move from /path/to/dir/1 to /path/to/dir/2 (by ftp server command or unix command or something) it wont use bandwith. If you're downloading the files to your computer and then reuploading them elsewhere, you're definately using bandwidth. Most of the time you're not doing that, so normal move commands wont matter.
Of course, downloading uses bandwidth (just as uplaoding does)
Deleting files doesn't use bandwidth

so in a nutshell, what uses bandwidth is anything that requires Uploading and/or Downloading.
